Abstract: THE INTERVIEWERS WILL SURVEY 1,000 RESPONDENTS BY TELEPHONE, OF WHICH 240 WILL BE REINTERVIEWED MORE INDEPTH. RESPONDENTS WILL BE CONSUMERS AND PROVIDERS OF HOUSING, BASED ON THE PREMISE THAT FREE AND FAIR SELECTION OF HOUSING IS BASED NOT ONLY ON PRACTICES OF PROVIDERS BUT ALSO ON ATTITUDES OF CONSUMERS TOWARD THEIR OWN CAPACITY TO BE ACCEPTE AS TENANTS OR BUYERS.
