Abstract: EACH YEAR, AS PART OF THE RENEWAL PROCEDURE, 5 PERCENT OF THE NONCOMMERCIAL LICENSEES SEEKING RENEWAL ARE RANDOMLY SELECTED TO FILE FCC 303-N INSTEAD OF THE SHORT RENEWAL FORM (303-S). THE DATA WILL BE REVIEWED BY COMMISSION PERSONNEL TO DETERMINE WHETHER THE APPLICANT IS QUALIFIED AND HAS SERVED THE PUBLIC INTEREST. IT IS ALSO USED IN CONJUNCTION WITH FIELD INSPECTIONS OF THOSE RANDOMLY SELECTED LICENSEES TO ASSURE THEIR COMPLIANCE WITH RCC RULES.
