OF A QUALITATIVE NATURE, IS NEEDED TO SUPPLEMENT AND EXPLAIN THE QUANTITATIVE DATA ON SCIENCE AND TECHNOLOGY EMPLOYMENT AND FUNDING WHICH IS OBTAINED FROM OTHER FOUNDATION SOURCES. OMB, THE OSTP, AND CONGRESS, WHOSE NEEDS TRANSCENT OUR ANNUAL SURVEYS, USE THE RESPONSES OF BUSINESS LEADERS FROM R&D PERFORMING COMPANIES AND OTHER LEADING INDUSTRIAL USERS OF S&T PERSONNEL TO MAKE TIMELY DECISIONS ON S&T POLICY QUESTIONS.
