Abstract: THE TOTAL NUMBER OF PAYROLL SAVERS IS DETERMINED FROM REPORT FORM SB-60 AND SB-60A WHICH IS COMPLETED BY COMPANIES WHO OFFER THE SALE OF U.S. SAVINGS BONDS THROUGH PAYROLL SAVINGS. THE TOTAL NUMBER OF PAYROLL SAVERS IS USED IN THE ZERO-BASED BUDGET PROCESS AS A MEASURE OF PROGRAM EFFECTIVENESS. (SEE ATTACHED STATEMENT.)
