Abstract: THIS INFORMATION COLLECTION IS NEEDED TO MAKE SURE THAT VESSEL OPERATORS CAN MEET STATUTORY LIABILITY FOR WATER POLLUTION RESULTING FROM THE DISCHARGE OF OIL OR HAZARDOUS SUBSTANCES. WHEN ALL INFORMATI IS COLLECTED, A CERTIFICATE OF FINANCIAL RESPONSIBILITY (WATER POLLUTION) IS ISSUED AND USED TO SHOW CUSTOMS AND COAST GUARD OFFICIALS THAT THE VESSEL IS IN COMPLIANCE.
