Terms of Clearance: THE APPLICATION FOR PARTICIPATION IN THE LOCAL URBAN HOMESTEADING DEMONSTRATION PROGRAMS IS APPROVED. THE URBAN HOMESTEADING AGREEMENT, HOWEVER, IS NOT SUBJECT TO OMB APPROVAL UNDER 5 CFR 1320.7 (K)(1) BECAUSE IT ENTAILS NO INFORMATION OTHER THAN THAT NECESSARY TO IDENTIF THE RESPONDENTS. APPROVAL FOR THE QUARTERLY REPORT (PARAGRAPH 10A) AN THE ADDITIONAL DOCUMENTATION REQUESTS (PARAGRAPH 7A (11)) IS NOT GRANTED. THE QUARTERLY REPORTS ARE UNNECESSARY BECAUSE PROGRAM PARTICIPANTS ARE PROVIDED PROGRAM PARTICIPATION GUIDELINES IN PARAGRAPH 8 (D). IN ADDITION, HUD FAILED TO PROVIDE A PROPOSED FORMAT FOR THIS REQUIREMENT. OMB WILL NOT APPROVE AN UNRESTRICTED AND UNDEFINED REQUEST FOR APPROVAL.
