Abstract: P.L. 97-35, SECTION 106(D)(2)(B)(1), AUTHORIZES THE SECRETARY OF HUD TO ADMINISTER THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR NONTITLED AREAS IN STATES THAT ELECT NOT TO ADMINISTER THE PROGRAM WITHIN THEIR JURISDICTIONS. DEMAND FAR EXCEEDS AVAILABLE FUNDS. THEREFORE, COMPETITION IS REQUIRED. THIS SMALL CITIES APPLICATION WIL PROVIDE TO HUD THE NECESSARY INFORMATION TO MAKE GRANT AWARDS.
