Abstract: DUE TO THE FACT THAT THE DEA, IN THE COURSE OF ITS NORMAL FUNCTIONS, DOES NOT OPERATE AGAINST THE RETAIL (STREET) LEVEL OF THE DRUG TRAFFIC IT IS NECESSARY TO COLLECT INFORMATION, DATA, AND INTELLIGENCE DIRECTL FROM DRUG USERS THEMSELVES. THIS MAY BE ACCOMPLISHED BY DIRECT OBSERVATION, THE ANALYSIS OF HEALTH AND INDICATOR DATA AND BY SURVEYS DURG USERS. THIS INFORMATION WILL BE USED IN FORMULATING THE FEDERAL STRATEGY FOR DRUG ABUSE PREVENTION AND CONTROL.
