This proposed
survey is approved for use subject to the following conditions: (1)
Your proposed questions 3, 3A, and 3B must be moved to the end of
the attitude and reported usage section, i.e., just before question
12 on the 1984 survey and just before question 11 on the 1985
survey, and (2) In the 1985 survey, your proposed question 10 must
be moved to the front to become the new question 3. It must also be
rewritten to read "Since last year, would you say you wear your
seat belt more often, less often, or about the same?" The first
change is necessary to minimize the likelihood that early questions
(such as the proposed 3, 3A, and 3B on accidents) would bias later
responses (on seat belts). In the 1985 survey, the new question 3
(your proposed question 10) required rewording because people are
more likely to report increased usage if the question refer
specifically to the state law.

EVALUATE THE EFFECT OF THE RECENTLY
ENACTED MANDATORY OCCUPANT RESTRAINT LAW IN THE STATE OF NEW YORK.
THESE SURVEYS WILL BE USED TO DETERMINE THE PUBLIC'S KNOWLEDGE,
ATTITUDES AND BEHAVIOR REGARDING RESTRAINT USE IN LIGHT OF THE
MANDATORY OCCUPANT RESTRAINT LAW. THERE WILL BE THREE SURVEYS
CONDUCTED, ONE BEFORE THE LAW GOES INTO EFFECT (OCTOBER 1984) AND
TWO AFTER ITS IMPLEMENTATION (MARCH 1985 AND SEPT. 1985).
On behalf of this Federal agency, I certify that
