BOARD ACT ON REQUESTS BY ORGANIZING GROUPS FOR PERMISSION TO
ESTABLISH A NEW FEDERA ASSOCIATION. THE APPLICATION FOR A FEDERAL
ASSOCIATION CHARTER IS TO EVALUATE WHETHER THE APPLICANT GROUP HAS
MET THE STATUTORY AND REGULATORY CRITERIA.
