Abstract: THE INFORMATION COLLECTED FROM BIDDERS DURING THE SOLICITATION PROCESS FOR GOODS/SERVICES REQUIRED BY OPM IS NECESSARY TO INSURE THAT THE BES SERVICES/GOODS ARE OBTAINED AT THE LOWEST PRICE. IT ALSO INSURES A FR COMPETITIVE PROCESS WHEREBY CONTRACTS ARE AWARDED FAIRLY AND WITHOUT PREJUDICE BY FEDERAL AGENCIES.
