Abstract: THE MILITARY STANDARD (UCARS) WAS NEEDED TO BRING UNIFORMITY TO THE ACCOUNTING SYSTEMS AT THE GOVERNMENT OWNED CONTRACTOR OPERATED (GOCO) AMMUNITION PLANTS. UCARS PROVIDES UNIFORM COST ACCOUNTING DATA THAT CAN BE USED TO EVALUATE INDIVIDUAL CONTRACTOR PERFORMANCE, AND TO MAKE COMPARISONS AMONG THE PLANTS OF COST AND MANPOWER INFORMATION.
