THE REGULATION OF SURFACE COAL MINES
UNDER NEW SOURCE REVIEW WOULD REQUIRE THAT MOST NEW MINES OBTAIN
PSD PERMITS. THIS INVOLVES PRIMARILY THE PREPARATION OF AN ANALYSIS
OF AMBIENT AIR IMPACTS AND THE APPLICATION OF BEST AVAILABLE
CONTROL TECHNOLOGY. THIS WOULD RESULT IN LOWER CONCENTRATIONS OF
PARTICULATE MATTER IN MINING AREAS.
On behalf of this Federal agency, I certify that
