Terms of Clearance: DOT's request to conduct this open-ended series of surveys is denied. If DOT wishes to study attitudes on seat belt usage in particular States, it must first identify those States and document the need for data for each of them. Moreover, DOT has failed to explain how yet another survey of attitudes on belt usage--which has been studied repeatedly in the past--could possibly shed new light on the subject, or how, specifically, it would be integrated into NHTSA's overall seat belt program.
