Abstract: UNDER THE FEDERAL SERVICE LABOR-MANAGEMENT RELATIONS PROGRAM AND ITS IMPLEMENTING REGULATIONS, PROCEDURES ARE ESTABLISHED GOVERNING LABOR-MANAGEMENT RELATIONS - IN THE FEDERAL SECTOR. THE FEDERAL SERVICE IMPASSES PANEL IS DESIGNATED TO RESOLVE NEGOTIATION IMPASSES UNDER THE CIVIL SERVICE REFORM ACT OF 1978. THE PROCESSING OF REQUEST TO RESOLVE NEGOTIATION IMPASSES WITHIN THE PROVINCE OF THE FEDERAL SERVICE IMPASSES PANEL UNDER 5 U.S.C. 7119.
