Terms of Clearance: We raised a concern with the agency in our clearance dated 4/17/84, which has not been addressed at all in this request for clearance of the recordkeeping requirements dated 11/21/84. We are concerned that the need and purpose of these records are not clear. Other approaches, such as a certification, would seem to meet the agency's needs and would impose a lesser burden on the public. We have, therefore, retained the clearance for the recordkeeping requirements in the existing rules through 4/86 at which time the agency will have completed a notice of proposed rulemaking. With the submission of the notice of proposed rulemaking, we will review the agency's response to these concerns.

Abstract: REQUIRES THAT RECORDS BE KEPT OF CERTAIN TESTS AND EXAMINATIONS WHICH ARE REQUIRED TO BE PERFORMED TO MONITOR THE VENTILATION SYSTEM IN UNDERGROUND COAL MINES. THE INFORMATION IS USED TO INSURE THAT THE INTEGRITY OF THE VENTILATION SYSTEM IS BEING MAINTAINED AND THAT A SAF WORKING ENVIRONMENT IS BEING PROVIDED THE MINERS.
