THIS INFORMATION IS NEEDED TO ENABLE
THE COAST GUARD TO FULLFILL ITS RESPONSIBILITIES FOR MARITIME
SAFETY UNDER TITLE 46, U.S. CODE. IT IS USED SOLELY FOR THIS
PURPOSE. THE AFFECTED PUBLIC INCLUDES SOME OWNERS/OPERATORS OF
LARGE MERCHANT VESSELS AND ALL FOREIGN-FLAG TANKER CALLING ON U.S.
PORTS.
