SECTION 708 OF THE PUBLIC HEALTH SERVICE ACT DOES NOT REQUIRE THE SECRETARY TO ESTABLISH A UNIFORM HEALTH PROFESSIONS DATA REPORTING SYSTEM FOR CLINICAL PSYCHOLOGISTS. THE OMNIBUS BUDGET RECONCILIATION ACT OF 1981 AUTHORIZED THE SECRETARY TO COLLECT DATA, AS NECESSARY, ON THE SUPPLY OF AND REQUIREMENTS FOR HEALTH PROFESSIONS BY SPECIALTY AND GEOGRAPHIC LOCATION. THE DATA ALREADY AVAILABLE TO THE DEPARTMENT THROUGH THE PSYCHOLOGISTS CENSUS MORE THAN MEETS ANY STATUTORY REQUIREMENT AND SHOULD BE SUFFICIENT FOR DESIGNATING MENTAL HEALTH SHORTAGE AREAS.
