Terms of Clearance: The proposed paperwork is disapproved. The Department has not demonstrated a sufficient need or practical utility for a performance standard survey, given that information produced by such a survey can be derived from data produced by the existing "Job Training Longitudinal Survey." Moreover, the Department failed to comply with OMB's request for a policy clarification on the appropriateness at this time of establishing post-program performance standards.

Abstract: THE SURVEYS WILL DOCUMENT THE EXTENT AND RANGE OF STATE AND SDA POST PROGRAM DATA COLLECTION ACTIVITIES. THE INFORMATION WILL BE CRITICAL TO THE DESIGN OF A STRATEGY TO COLLECT THE DATA NEEDED TO SUPPORT NEW JTPA POST-PROGRAM PERFORMANCE STANDARDS. DATA WILL BE COLLECTED FROM ALL 50 STATES AND 30 SELECTED SDA'S.
