Abstract: PL 91-373 REQUIRED THE SECRETARY OF LABOR BE GIVEN RESPONSIBILITY FOR OPERATION OF AN ARRANGEMENT FOR THE PAYMENT OF COMPENSATION ON THE BASIS OF COMBINING WAGES FROM MORE THAN ONE STATE.
