Terms of Clearance: WE HAVE SERIOUS CONCERNS ABOUT THE PURPOSE, NEED AND UTILITY OF WRITTEN WORK PROCEDURES FOR EMPLOYEE TRAINING. BECAUSE THE EMPLOYER WOULD BE REQUIRED UNDER THE PROPOSED RULE TO TRAIN HIS EMPLOYEES ON THE OPERATION AND SAFE USE AND INSPECTION OF POWERED PLATFORMS, THE ADDITIONAL REQUIREMENT TO DEVELOP AND MAINTAIN WRITTEN PROCEDURES IN THE OPERATION, SAFE USE, AND INSPECTION APPEARS TO BE REDUNDANT AND THUS TO HAVE NO PRACTICAL UTILITY. THE CREATION OF SUCH RECORDS WOULD, THEREFORE, NOT APPEAR TO YIELD ANY UTILITY IN ADDITION TO THAT ACHIEVED THROUGH AN EFFECTIVE EDUCATION AND TRAINING PROGRAM. WE CORRESPONDINGLY WILL APPROVE THE RECORDKEEPING REQUIREMENTS FOR LABELS AND TAGS. WE HAVE DISAPPROVED THE RECORDKEEPING REQUIREMENTS ASSOCIATED WITH THE WRITTEN WORK PROCEDURES FOR EMPLOYEE TRAINING (i)(1)(iv). WE PROVIDE THESE COMMENTS FOR CONSIDERATION DURING THE AGENCY'S DELIBERATIONS. WE WILL REVIEW THE AGENCY'S RESPONSE TO OUR CONCERNS WHEN THE FINAL INFORMATION COLLECTIONS ARE SUBMITTED FOR OMB REVIEW UNDER THE PAPERWORK REDUCTION ACT AND 5 CFR 1320.
