COLLECTION IS NEEDED FOR CUSTOMS TO BE ABLE TO DETERMINE COMPLIANCE WITH COUNTRY OF ORIGIN CRITERIA FOR MERCHANDISE ENTITLED TO DUTY-FREE ENTRY UNDER THE CARIBBEAN BASIN INITIATIVE AND THE GENERALIZED SYSTEM OF PREFERENCES.
