Terms of Clearance: THIS REQUEST IS DISAPPROVED SINCE THE APPROACH PROPOSED IS NOT IN CONFORMANCE WITH THE REQUIREMENT AT 5 CFR 1320.4 IN THAT IT BE THE LEAST BURDENSOME NECESSARY FOR THE PROPER PERFORMANCE OF THE AGENCY'S FUNCTIONS. THE LEVEL OF DETAILED INFORMATION REQUIRED OF RESPONDENTS IS EXCESSIVE IN LIGHT OF THE SIZE OF THIS PROGRAM AND THE STATUTORY REQUIREMRNT FOR "A UNIFORM STATISTICAL TABULATION OF ALL CASES HANDLED". A LIST OF SUGGESTED CHANGES, WHICH WOULD MAKE THE REPORT LESS BURDENSOME AND STILL FULFILL THE STATUTORY REQUIREMENT, HAS BEEN PROVIDED TO THE DEPARTMENT BY OMB. OMB WILL CAREFULLY CONSIDER ANY NEW REQUEST FOR APPROVAL WHICH REFLECTS A THOROUGH CONSIDERATION OF THESE SUGGESTED CHANGES AS WELL AS OTHER CHANGES TO REDUCE RESPONDENT BURDEN. THIS DISAPPROVAL ACTION IS TAKEN AFTER HAVING RECEIVED FROM THE DEPARTMENT A RESUBMISSION OF THE FORM INCORPORATING SOME OF THE CHANGES SUGGESTED BY OMB. NO EXPLANATION WAS PROVIDED AS TO WHY OTHER SUGGESTED CHANGES WERE NOT ADOPTED. THEREFORE, BECAUSE THIS NEW SUBMISSION STILL CONTAINS ITEMS WHICH ARE NOT NECESSARY FOR PROPER PERFORMANCE OF THE AGENCY'S FUNCTIONS AND DUPLICATIVE OF INFORMATION TO BE COLLECTED USING THE STANDARD FORM 269, THIS REQUEST IS DISAPPROVED.
