Abstract: THE RULE IS NECESSARY TO PREVENT ABUSES OF EARNINGS BASED ACCOUNTS BY INSURED INSTITUTIONS CREATING RISKS TO THOSE INSTITUTIONS AND TO INVESTORS IN THE ACCOUNTS. THE RULE WOULD LIMIT THE POSSIBILITIES FOR ABUSE WHILE IMPOSING MINIMAL LIMITS ON THE ISSUING INSTITUTIONS.
