AT THAT TIME, THE FOOD AND NUTRITION SERVICE SHOULD ALSO REVISE THE FORMS TO CLARIFY LANGUAGE ON UTILITY ALLOWANCES AND MORE PROMINENTLY DISPLAY THE PENALTY WARNINGS.
