EPA submitted
this survey for approval under the Paperwork Reduction Act after
its contractor had begun to issue near final and final versions to
recipients. The survey in general may generate useful information,
although EPA has not fully demonstrated that much of the
information could not be generated by improved versions of current
information requirements. EPA refused to accept minor changes to
the survey which would have made it less biased towards providing a
predetermined result and a better summary of the current state of
nonpoint source pollution efforts to control it. If this survey is
to be the beginning of a data series designed to show the state of
nonpoint source pollution over time, several data points needed to
demonstrate progress are missing. OMB did not disapprove this
survey because it does contain some useful information and because
of the confusion that would be caused for those who had already
received copies of the survey. However, EPA should explain, in
writing to OMB, its current procedures for submitting contractor
managed surveys to OMB for approval under the Paperwork Reduction
Act. EPA should also outline what changes it will make to ensure
that such surveys are not being conducted before they are
approved.
