Abstract: THIS UPDATE STUDY IS NECESSITATED BY TECHNOLOGICAL AND METHODOLOGICAL ADVANCES IN COMPLAINT HANDLING AND BY INCREASED NEED FOR CONSUMER INPU IN PROACTIVE POLICYMAKING. AS DID THE INITIAL STUDY, THIS UPDATE WILL CATALYZE IMPROVED COMPLAINT HANDLING IN BOTH PUBLIC AND PRIVATE SECTOR THEREBY REDUCING THE NEED FOR FEDERAL INITIATIVES.
