Abstract: SECTION 531 OF THE TAX REFORM ACT OF 1984 AMENDED SECTION 61 OF THE IR TO INCLUDE FRINGE BENEFITS AS COMPENSATION FOR SERVICES INTO GROSS INCOME. THESE REGULATIONS PROVIDE REQUIREMENTS WHICH EMPLOYER AND EMPLOYEES MUST USE TO FIGURE THE VALUE OF CERTAIN FRINGE BENEFITS. THE SERVICE USES THIS INFORMATION TO IDENTIFY POSSIBLE CASES OF NONCOMPLIANCE WITH THE VALUATION RULES.
