EPA proposed
this generic 8(a) clearance in order to reduce the Agency burden
associated with preparing information clearance requests for
individual 8(a) rules. EPA also expects to reduce the cost and
burden associated with publishing Federal Register notices for
individual clearance requests. OMB approves this clearance request,
but in order to ensure that respondents retain the opportunity to
comment, as provided for by the Paperwork Reduction Act, OMB
establishes the following conditions. OMB retains the right to
review any individual information clearance request based on
comment received by EPA or OMB during the notice and comment period
for an individual 8(a) rule. In addition, EPA shall publish burden
hour estimates in the preamble t the proposed and final rules.

SECTION 8(A) RULE REQUIRES PERSONS TO
NOTIFY EPA IF THEY MANUFACTURE, IMPORT, OR PROCESS THE CHEMICAL
SUBSTANCE OR MIXTURE IDENTIFIED IN THE 8(A) RULE. THIS NOTICE
ENABLES EPA TO MONITOR THE PRODUCTION, IMPORTATION, AND USES OF THE
IDENTIFIED CHEMICAL SUBSTANCE OR MIXTURE.
