USC 431 AND 438 REQUIRES A RAILROAD TO FILE WITH THE FEDERAL
RAILROAD ADMINISTRATION A COPY OF IT OPERATING RULES, TIMETABLES
AND TIMETABLE INSTRUCTIONS. THROUGH THE REQUIREMENT OF THIS PART,
FRA LEARNS THE CONDITION OF OPERATING RULES AND PRACTICES WITH
RESPECT TO TRAINS AND THE INSTRUCTION PROVIDED BY RAILROADS TO ITS
EMPLOYEES IN OPERATING PRACTICES.
