Terms of Clearance: Disapproved. This survey as presently designed would fail to achieve its stated goals. Despite a projected 97 percent non-response rate, the survey does not address the question of whether the sample is representative of the appropriate universe. Some questions are poorly drafted and bias responses as in the choices of excellent, good, fair and other in response to the question, "How would you rate services provided by GSA/OIRM?".
