Abstract: INFORMATION IS NEEDED FOR CUSTOMS TO BE ABLE TO IDENTIFY THE COUNTRY OF ORIGIN OF TEXTILES. THIS WILL PREVENT CIRCUMVENTION OF BILATERAL AGREEMENTS AND INSURE THE PROPER ASSESSMENT OF DUTIES. THE DECLARATIO WILL BE EXECUTED BY THE FOREIGN MANUFACTURER OR EXPORTER OR U.S. IMPORTER.
