Terms of Clearance: This request is not approved at this time. GSA is requested to take account of the following comments in preparing its final rule. The Federal Register Notice of Nov. 5, 1982, in "Other Information" (page 50244), contains a statement that "The policies ... will be incorporated into GSA's formal regulations as soon as is practical." We note that the current Draft Notice contains no such statement. Much of the material in the Policy Statement and in its attachments I and II is suitable for implementation in the GSAR under the FAR system Furthermore, this Policy Statement prescribes the use of a particular Price Reductions clause in all MAS contracts, and it also prescribes use of an economic price adjustment clause in FSS MAS contracts. The prescription and numbering of these clauses must be brought into conformance with the FAR system. There are numerous places in Attachment I where the FAR is restated or paraphrased unnecessarily. Attachment II consists of specific information to be included in solicitations, including instructions to offerors. Again, as in the case of the clause prescription and numbering, this should be brought into conformance with the FAR system.
