Abstract: THE FINAL RULE, AS PUBLISHED, PROVIDES THAT THE PRIVATE SECTOR (AIR CARRIER INDUSTRY) SHALL REFUND TO GOVERNMENT THE COST OF TOTALLY UNUSED TICKETS WITH CERTAIN INFORMATION ALREADY IN THEIR POSSESSION (101-41.210-5A) AND THEY MAY PROPOSE AN ALTERNATIVE PROCEDURES THAT MAY OR MAY NOT REQUIRE RECORDKEEPING OR REPORTING (101-41.210-5C).
