Terms of Clearance: This request is approved on the following condition. HHS must submit the following: 1. Two copies of the contractor's report when completed. 2. Reports detailing changes proposed and adopted due to findings fro this study. These should include but not be limited to changes in policy, changes in recommendations to states, local agencies, etc., an changes in funding or proposed funding. The first report should be submitted in May, 1986 by which time policy changes should be developed and the second in August, 1986 which shoul give sufficient time for changes to be implemented.

Abstract: P.L. 96-272 AND P.L. 95-266 PLACE THE HIGHEST PRIORITY ON ADOPTION FOR FOSTER CARE CHILDREN FOR WHOM RETURNING HOME IS NOT POSSIBLE. THIS STUDY WILL DOCUMENT AND EXAMINE THE ACTIVITIES OF STATE, REGIONAL, MINORITY AND NATIONAL ADOPTION EXCHANGES IN FACILITATING THE ADOPTIVE PLACEMENT OF THESE CHILDREN.
