As indicated in
5CFR1320.6, OMB will not approve a collection of information
requiring respondents to submit more than an original and two
copies of any documents in the absence of an agency demonstration
that such collection of information is necessary to satisfy
statutory requirements or other substantial need. The Department
has failed, however, to justify the requirement for taxpayers to
provide four copi as prescribed in 5CFR1320.6(c). Accordingly, the
Department must amend the instructions to inform the respondent
that only an original and two copies are required. A copy of the
revised instructions is to be submitted for inclusion in the OMB
docket file.
