THOSE SECTIONS DIRECT THE COMMISSION TO ISSUE PRELIMINARY PERMITS TO MAINTAIN PRIORITY APPLICATION FOR A LICENSE WHI THE PERMITTEE MAKES FEASIBILITY STUDIES AND PRELIMINARY APPLICATION DATA COLLECTIONS.
