Abstract: TO CARRY OUT THE REQUIREMENTS OF SECTION 4F, 5 AND 7 OF THE FEDERAL POWER ACT. THOSE SECTIONS DIRECT THE COMMISSION TO ISSUE PRELIMINARY PERMITS TO MAINTAIN PRIORITY APPLICATION FOR A LICENSE WHI THE PERMITTEE MAKES FEASIBILITY STUDIES AND PRELIMINARY APPLICATION DATA COLLECTIONS. RESPONDENTS ARE INDIVIDUALS, BUSINESSES AND STATE AND LOCAL GOVERNMENT ENTITIES.
