Abstract: THERE IS A DEFINITE SECURITY AND SAFETY NEED TO ASSURE THAT ONLY RESPONSIBLE INDIVIDUALS ARE OPERATING MOTOR VEHICLES ON THE PORTION OF THE AIRPORT WHICH ACCESS ACTUAL FLIGHT OPERATION AREAS AND MAINTENANCE AND STORAGE AREAS. THE AFFECTED PUBLIC IS PERSONNEL AT NATIONAL AND DULLES AIRPORTS WHO DRIVE ON THE AERODROME.
