Terms of Clearance: This information collection request is disapproved, in accordance with 5 CFR 1320, because it fails to adequately justify the collection or to demonstrate its practical utility. In particular, it is unclear fr the request what the intent of the survey is--a specific investigation of GM's compliance with the Order, or a broader effort to measure the effectiveness of such Orders. In either case, OMB believes that the survey instrument contains flaws. While a mall intercept survey may b useful for certain types of surveying, it is not clear that it will result in the type of valid national sample needed in this instance. Also, it is unclear why candidate interviewees must be over 21 years o age. If FTC wishes to continue this effort, it should clarify the intent of the collection and design a survey that is more likely to result in statistically valid data.
