to renew the collection, ITA will have] to demonstrate the
practicality of having foreign consignees establish internal
control programs and having both ITA and the U.S. distributor audit
them to determine theiir compliance with U.S. export law. ITA
should also provide a status report on the operation of the entire
program as expanded.

THE DISTRIBUTION LICENSE PROCEDURE IS
A "BULK-TYPE" LICENSING PROCEDUR DEVELOPED IN RESPONSE TO AND
ADVICE RECEIVED FROM THE EXPORT COMMUNITY IT IS DESIGNED TO
FACILITATE THE EXPORT OF COMMODITIES UNDER LARGE-SCA INTERNATIONAL
MARKETING PROGRAMS.
