the following conditions: 1) 19 CFR Parts 115.28(a) and (c) will be
modified to require no more than an original and 2 copies in
conformance with 5 CFR 1320.6(c), 2) the preamble to the notice of
proposed rulemaking will indicate that information requirements
have been submitted to OMB for clearance under the Paperwork
Reduction Act, 3) a status report and schedule for the study
referred to in item 3 of the justification will be submitted to OMB
no later than August 1985, and 4) an Inventory Correction Worksheet
will be submitted to correct the burden at the time the rules
become effective. The expiration date has been set at December 1986
to provide time for the Department to plan for changes in reporting
and recordkeeping that may be recommended by the study referred to
in item 3 of the justification.

REPORTING AND RECORDKEEPING
REQUIREMENTS ARE ADDRESSED BY THE SUBMISSION. THIS INFORMATION IS
USED IN A VOLUNTARY PROGRAM TO RECEIVE INTERNATIONALLY RECOGNIZED
CUSTOMS CERTIFICATION THAT INTERMODAL CONTAINERS/ROAD VEHICLES MEET
CONSTRUCTION REQUIREMENTS OF INTERNATION CUSTOMS CONVENTIONS. SUCH
CERTIFICATION FACILITATES INTERNATIONAL TRADE BY REDUCING
INTERMEDIATE FRONTIER CONTROLS. OWNERS/OPERATORS/MANUFACTURERS ARE
RESPONDENTS.
