FURTHER, EDUCATION SHOULD CHANGE THE PROPOSED LANGUAGE AT 34 CFR 768.31 SO THAT IT DOES NOT CONSTITUTE A COLLECTION OF INFORMATION BUT PROVIDES THE SECRETARY LATITUDE TO SPECIFY NEEDED INFORMATION IN THE APPLICATION FOR THIS PROGRAM. THE SELECTION CRITERIA FOR THIS AND OTHER EDUCATION PROGRAMS SHOULD STATE ONLY THE CRITERIA TO BE USED TO EVALUATE THE INFORMATION PROVIDED IN THE APPLICATION AND NOT THE CONTENTS OF THE APPLICATION.
