Abstract: TO CARRY OUT THE REQUIREMENTS OF PART 1, SECTION 10A OF THE FEDERAL POWER ACT. THIS SECTION REQUIRES THAT A LICENSEE SUBMIT TO THE COMMISSION FOR APPROVAL PLANS, MAPS AND SPECIFICATIONS WHICH WILL PRESENT A COMPREHENSIVE PLAN FOR IMPROVING OR DEVELOPING A WATERWAY OR WATERWAYS FOR BENEFICIAL PUBLIC USES, INCLUDING RECREATION. RESPONDENTS ARE HYDROPOWER LICENSEES.
