Abstract: THIS REGULATION RQUIRES THE TIRE MANUFACTURERS TO COLLECT AND RECORD THE NAMES AND ADDRESSES OF THE FIRST PURCHASERS OF NEW TIRES, SO THAT THE MANUFACTURERS CAN DIRECTLY NOTIFY THOSE PERSONS IF THE TIRES ARE RECALLED.
