Terms of Clearance: This proposed questionaire is disapproved for the following reasons - see 7/19 letter to Charles Erwin 1.The investigation for which the questionaire was designed has no clearcut focus 2.The questions would require that the industry generate data solely for use of responding to the questionaire 3.The questionaire seeks information for which good or better data is available from government sources. 4.The survey's sampling methodology may introduce serious sampling bias into the data collection. 5.Ongoing trade relief investigations examing the semi conductor industry are underway that will collect similiar data required by the 332 investigation.

Abstract: SEMICONDUCTOR TECHNOLOGY HAS ACCOUNTED FOR MUCH OF THE TECHNOLOGICAL ADVANCES IN ELECTRONIC PRODUCTS, INCLUDING COMPUTERS. U.S. LEADERSHIP IN SEMICONDUCTOR TECHNOLOGY HAS DETERIORATED AND U.S. BALANCE OF TRADE REACHED A DEFICIT OF $2.4 BILLION IN 1984. THIS INVESTIGATION WILL ANALYZE THE EVENTS WHICH OCCURRED DURING THE PAST 5 YEARS THAT HAS LED TO THIS CONDITION.
