T FEDERAL GOVERNMENT OPERATES OR SUPPORTS NUMEROUS CONSUMER HOTLINES WIT THE EXPRESS PURPOSE OF PROVIDING IMPORTANT INFORMATION TO CITIZENS. ASSESSMENT OF THE EFFECTIVENESS OF SUCH ACTIVITIES IS METHODOLOGICALLY DIFFICULT. AS PROPOSED, CDC WILL NOT BE ABLE TO DETERMINE WHETHER THE HOTLINE IS A COST EFFECTIVE METHOD OF PROVIDING INFORMATION TO CONSUMERS. NO HYPOTHESES ARE PROPOSED FOR TESTING, NOR HAS CDC IDENTIFIED FINDINGS THAT WOULD CONSTITUTE SUCCESS OR FAILURE OF THE PROGRAM. FINALLY, THE STUDY IS NOT DESIGNED TO MINIMIZE COSTS TO THE FEDERAL GOVERNMENT AS REQUIRED BY THE PAPERWORK REDUCTION ACT IN THAT THE COST OF THE STUDY WOULD BE APPROXIMATELY TWO THIRDS THE COST OF TH HOTLINE ITSELF.

Abstract: THE PURPOSE OF THIS PROJECT IS TO EVALUATE THE FEDERALLY FUNDED VD NATIONAL HOTLINE. DATA COLLECTED WILL BE USED TO MEASURE THE HOTLINE' CONTRIBUTION TO THE NATIONAL SEXUALLY TRANSMITTED DISEASES CONTROL EFFORT BY DOCUMENTING CALLERS' HEALTH-CARE SEEKING BEHAVIOR AFTER REFERRAL FOR MEDICAL SERVICES, AND VALIDATE PILOT STUDY METHODOLOGY AND PROCEDURES.
