Abstract: THE INFORMATION REQUESTED IS NEEDED TO AID IN DETERMINING AN APPLICANT ELIGIBILITY FOR BENEFITS AND WHETHER THE REGULATORY REQUIREMENTS FOR BENEFITS HAVE BEEN MET. IT WILL BE USED ONLY FOR THAT PURPOSE. THE AFFECTED PUBLIC CONSISTS OF RIGHT-OF-WAY APPLICANTS FOR WHICH THE AUTHORIZED OFFICER DETERMINES THAT THE BUREAU'S APPLICATION PROCESSING ACTIVITIES WILL COST IN EXCESS OF $5,000 AND WHO MAY BE ENTITLED TO A SET OFF AGAINST REIMBURSEMENT OF COSTS TO THE GOVERNMENT.
