THE FORM IS USED TO DESIGNATE PRINCIPAL CAMPAIGN COMMITTEES THAT ARE SUBJECT TO A LOWER RATE OF TAX UNDER SECTION 527(H). IRS USES THIS INFORMATION TO DETERMINE WHETHER THE TAX IS BEING PROPERLY REPORTED.
