Terms of Clearance: THIS REQUEST IS DISAPPROVED FOR THE FOLLING REASONS: 1. THIS FORM DOES NOT INCLUDE INSTRUCTIONS TO ENABLE RESPONDENTS TO UNDERSTAND THE CATEGORIES OF DATA TO BE REPORTED. THIS REQUEST, THEREFORE, FAILS THE REQUIREMENT AT 5 CFR 1320.4(b)(1) THAT THE COLLECTION OF INFORMATION BE THE LEAST BURDENSOME NECESARY FOR PROPER PERFORMANCE OF AGENCY FUNCTIONS. 2. EDUCATION HAS CHOSEN TO USE THIS DATA COLLECTION TO FULFILL THE REQUIREMENT OF 406A FOR LSCA PROGRAMS. EDUCATION HAS FAILED TO SHOW H DATA COLLECTED WITH THESE FORMS WILL SATISFY THE REQUIREMENTS OF SECTION 406A OF THE GENERAL EDUCATION PROVISIONS ACT. SPECIFICALLY, THE FORMS ARE UNCHANGED FROM PRIOR YEARS WHEN THEY YIELDED DATA UNUSABLE FOR THE REPORT TO CONGRESS MANDATED BY 406A. NO CHANGES IN THE DATA COLLECTION HAVE BEEN INDICATED TO EXPLAIN HOW THE PRIOR YEARS' PROBLEMS WILL BE OVERCOME.
