WHEN IT IS RESUBMITTED EPA SHOULD MORE THOROUGHLY EXPLAIN THE BURDEN HOUR ESTIMATES. ONE HOUR FOR A RESPONDENT SEEMS IMPROBABLY LOW, SINCE IT LIKELY TAKES ANYONE THAT LON TO SIMPLY ACQUIRE THE FORMS, MUCH LESS FILL THEM OUT SUCCESSFULLY. INDEED, IS THE INFORMATION SUPPLIED ON A FORM? NO FORM WAS ATTACHED T THE ICR, IF THERE IS ONE, IT SHOULD ACCOMPANY THE SUBMISSION. WILL RECORDS BE KEPT FOR MORE THAN THREE YEARS? WHAT IS THE PURPOSE OF KNOWING THE SEX OF THE FAMILY MEMBERS, TO WHAT USE WILL THIS BE PUT? A BETTER EXPLANATION OF THE EXACT INFORMATION REQUIRED SHOULD BE PROVIDED. FINALLY, SINCE THIS IS A BOOTLEG ICR, EPA SHOULD SUBMIT TO OMB AN SF-83 SEEKING APPROVAL OF THE EXISTING INFORMATION REQUIREMENTS INCLUDING THE CURRENT BURDEN HOUR ESTIMATES. IF ANY REAL REDUCTIONS I BURDEN RESULT FROM THIS RULEMAKING, EPA WILL THEN BE ABLE TO COUNT THE AS A PROGRAM REDUCTION.
